JOSEPH KWAN has more than 40years of experience in international architectural practice having worked in Australia, United Kingdom, France andnowover30years in Hong Kong. He is the Founding Director of UDA Consultants Ltd.(Universal Design and Accessibility Consultants)in Hong Kong since 2005. Joseph Kwan was a Consultant to the Asian Development Bank, and the United Nations-Economic and Social Commission for Asia and The Pacific, a Member of the ISO 21542 (International Standards Organization) Working Group, Director of UIA Region IV Work Programme Architecture for All, the Deputy Vice-President Asia Pacific of Rehabilitation International, and the Inaugural Chair of ARCASIA Committee on Social Responsibility. He is currently a Member of the Hong Kong Government’s Rehabilitation Advisory Committee (RAC), Chair of the RAC Sub-Committee on Access, Convenor of the RAC-RPP Task Force on Accessible Built Environment, a Member of the Working Group on Accessof the Equal Opportunities Commission, and of the Technical Committee on Design Manual: Barrier Free Access of the Buildings Department. Joseph Kwan was the Sub-consultant to Buildings Departmenton the drafting of the Design Manual-Barrier Free Access 2008; and is also the author of a number of papers and articles on various aspects of designing for accessibility/disabilityand universal design. He authored the Preface to“Universal Accessibility-Best Practices and Guidelines” published by the Architectural Services Department (2004). He was the Accessibility Advisor on the preparation of the Hong Kong Housing Society publication:“Universal Design Guidebook for Residential Development in Hong Kong”(2005). Over the past 30 years, he has given lectures and presentations in over 33 countries. As Project Director, he conducted Accessibility Audits on 16 Hospital Complexes for the Hospital Authority, and on six (6) Universities in Hong Kong. He was the Access Consultant to Link REIT on the access improvement programme for 185 shoppingcentres and carpark facilities in Hong Kong. Currently, he is the Universal Accessibility Consultant to the Hong Kong Government’s Kai Tak Sports Park project comprising of three stadiums with a total of 65,000 seats over an area of 28 hectares, at a cost of HK$29.993 billion.
